The GER's fleet of Holden T18 class 0-6-0T locomotives had proven successful as both shunters and on high-intensity suburban services, so Holden looked at how best to improve them. This resulted in the R24 class (later LNER J67) of 1890, which was near-identical to the T18s but featured a lengthened wheelbase and modified tanks. 14 batches were built until 1901, totalling 140 locos for both passenger & freight work. The S56 class (later LNER J69) was another further development of these locos with higher boiler pressure and larger tanks. An additional variation came under designer A.J. Hill, in the form of the C72 (later LNER J68) which was the final development of the Holden T18. All three classes, albeit similar, featured a wide variety of differences to suit their work and the needs of the railways at the time. Despite being a GER design, and most famous for use working out of London Liverpool Street, they also saw use across East Anglia, Stratford, Lincolnshire, Yorkshire, Scotland and even across to Liverpool, Manchester & Wrexham.
